Cannot access control panel on Windows XP with Windows Server 2008 environment but not in Windows 7

Hi all,

I cannot access items in Control Panel on Windows XP under Windows Server 2008 R2 environment, "Your system administrator disable the Display Control Panel".  this problem does not emanate on Windows 7.
