Disable Windows Explorer Context menu (right-click) not working on ONE computer, working on the other

Okay, so I've got two computers linked to a GPO which has Context Menus disabled using the key:

 User Configuration>Administrative Templates>Windows Components>Windows Explorer

Remove Windows Explorer's default context menu

Both computers are Windows 7, the one that is NOT working is 64-bit, the one that IS blocking right-clicks is 32-bit.

Am I missing something? neither computer is linked to any other GPOs...

I also checked the offending account, and the "NoViewContextMenu" setting is set to "1" in the registry key in the user's account:

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer


Yet still it allows right-click...
