Create GPO to populate start menu with a folder with shortcuts in it based on what department is populated in

I'm rolling out DFS-Namespaces and want users to access their departments shortcuts based on what is in the departments field of ADUC.

I've created a repository of folders and now want to implement the deployment via a GPO.

Any additional information needed is welcome.

I'm running 2008 R2 AD, however the functional level is 2003 as our forest is still behind the times.
