Why don't I have the "allow automatic configuration of listeners" Group Policy option (for WinRM Service)

Long story short, I'm trying to get CredSSP working so PowerShell remoting is actually useful (and able to access file shares, for example), and in that vein, I'm trying to configure the WinRM service via GPO.  Everything I've read, including technet and microsoft webpages tell me to access an option I don't have.

For example:

    1. On the computer that you want to manage remotely, open Local Group Policy Editor. To do this, clickStart, click Run, type gpedit.msc in theOpen box, and then press Enter.

    2. Expand Computer Configuration, Administrative Templates,Windows Components, Windows Remote Management, and then selectWinRM Service.

    3. In the details pane, double-click Allow automatic configuration of listeners.

      That's wonderful, except for the fact that I don't have this item.  I've tried downloading and installing the Server2008R2/Win7 administrative templates for group policy (re-installing, as it turns out), running the group policy editor from one of our domain controllers (instead of my local machine), and copious Googling, but I can't seem to find out how the hell to get that option to show up when it doesn't exist.  (And yes, our domain and forest are both 2008R2 FL.)  I'm starting to pine for the days when you could just load the ADM files you needed, instead of relying on the computer to not screw up when loading ADMX files for you.

      If anyone has any ideas or suggestions, they'd be appreciated.
