shortcut icon and IE10

I have a GPP that places a shortcut on users desktop and applies an icon to it. Works great for all versions of IE except IE10, the icon doesn't apply, if i right click and select properties > change icon I can see the icon. The only way it works is if I copy the icon down locally and then change icon. Is there something unique to IE10? The icon path file is the netlogon folder and the index is set to 0.
