Creating a OU for GPO testing

Greetings,

Im sure this has been asked a million times but I am having difficulty making this work

I inherited a 2008 R2 domain controller to admin.

I created an OU called test group and added a test win7 Pro computer to it. This is for testing GPOs before making them domain wide.

I created a GPO ComputerConfiguration-Preferences-WindowsSettings-Shortcuts created a webmail shortcut

I linked the GPO to the OU test group

When I login with a user or admin the shortcut does not appear

if i do a gpupdate, it appears.

Ive also run the GP results wizard for the test machine/user and it shows the that the GPO should be applied.

Im kind of lost at this point and any directions would be greatly appreciated
