Prevent User from Expiring its Password

Hi there.

For our AD, we are using Windows 2003. Part of our security is forcing domain users to change their passwords every 30 days.  However, I noticed that this also applies to local users of computers that are part of the domain.

Is this normal?  Is there a way a can prevent this from happening?
