GPO not applying properly to servers in OU

I am have an issue where settings are being set in a group policy but are not subsequently being reflected on the server. I am setting an Audit policy where Audit Object Access is being defined in the GPO as being set to Do Not Audit, basically enabling auditing but not selecting the Success or Failure options. When the GPO applies, the server is subsequently set to Audit Object Access – Success and Failure. I have double and triple checked the settings, I do not believe that there is a problem there. I have also experimented with enforcing the GPO, no success.  I have also blocked inheritance on the GPO as well and enforcing the GPO in the OU, no success. I have done a RSoP and the result is indicating that the GPO is being applied correctly but again, there is a difference between what is in the RSoP console and the GPEDIT.msc. I know that the GPO is applying and changing as I have changed other settings in the audit policy settings and they have applied correctly, it is just this one setting.  I have searched up the chain for a GPO that would override the setting and there are no GPOs with this setting defined.  The environment is Server 2008 R2 domain controller with forest functional level at Windows Server 2003 and domain functional level at Windows Server 2008 R2. The server that is having difficulty is a Server 2003 R2.  Any thoughts or ideas would be greatly appreciated.
