OS: win7 enterprise service pack1 enterprise image deployed through Microsoft WDS

problem: by default, home page comes with image is our intranet page, a GPO has been created to change the home page to our internet page on some public PCs, but it doesn't work, still stay with intranet page. For now, users who login to these PCs, after launching IE, got error saying that the default home page can’t be displayed, they can change the home page, but setting will be wiped out after restart.
Is it something to do with the image? and these PCs are also controlled by Cisco ASA 5510 for internet access for security concern, which means these PCs can only access certain websites designed by ASA access rule, but it shouldn't affect the home page, should it?
