Offline files still not syncing instantly to server even after disabling slow link mode

Our workstations are Windows 7 and our file server hosting all our users home directories is Server 2003.  I just had the following scenario happen.  One of our laptop users was working on a desktop today, logging into it for the first time so received a new profile.  She worked for a few hours on the desktop, doing all her work in a single Word document saved in her home directory on the server.  She then logged off the desktop and logged into her laptop, and does not see the file.  So we had her log back in to the desktop, right-click properties on that file, then manually told it to sync.  After doing so, the file showed up in her home directory when looking at it from the laptop.

On our machines, we have Computer config/Admin templates/Network/Offline files/Configure slow-link mode set to disabled, as someone in the forum suggested to help eliminate files created by computer on our LAN from being in offline mode (to eliminate files not instantly saving to the server when the server is available). 

Are there some other GPO settings I should look into to try to prevent this from happening?  The idea of offline files is great, but I can't have it making everything offline and causing issues like today.
