Ask users for Reboot using group policy?

Greetings.

I know similar question came up, but what I am trying to do is tiny bit different (and might not be possible actually.)

What I need is to push to users request to reboot their machine and reboot it if users are not postponing it.

Effectively I am trying to get same thing that pops up after Auto Updates are installed without actually doing Auto-Updates (Or even if there are no updates to be run at this particular point.)

The targets are set of Windows 7 (and even couple of Windows xp) machines on Windows 2008 Domain Controller.

Any Idea? I am trying to avoid something that will force reboot on users who are actively doing work (Sadly people work odd hours sometimes, so finding time and day of the week when I can force all machines to reboot is difficult - it's the backup plan of that's the only option - but I hope it isn't.)
