Windows 8 breaks app all application packages

We use GPO to set certain security settings on the network and it seems because of that the item "All Application Packages" is mssing and therefore Windows 8 apps won't start.  I read this from this KB from MS.  The thing is if i try to add this "All Application Packages" it doesn't show up on my DC.  How can I add this?  Thanks
