For our domain W7 workstations, running IE 11, I'd like to deploy a set of IE Favourites, organised into folders.
I'm following the step-by-step that I found here - http://theadminsramblings.blogspot.ie/2013/07/create-favorites-for-internet-explorer.html, it's not working for me and I'd like to understand what settings I might have incorrect.
The policy is certainly applied to the test workstation, when I run gpresult /h I can see that the Folder preference appears have created the folder and the shortcut preferences are also reporting success. But the favourites are not appearing in IE.

So, if the policies are applying correctly, and I'm not seeing the results that I expected in IE, have I gone about this the wrong way?
Obviously the tutorial says to apply these preferences on the computer side, so that's what I'm doing, but I had initially expected that it would be a user side preference. Having said that, with the computer side preference as per the tutorial, should this everyone that creates a profile on the machine?
IEAK is already a part of our deployment workflow, mainly intended for machines that will live off the domain. I would like to get this policy working correctly to expand and update the IE favourites for machines that are on the domain.
