File Copy using Group policy

I am trying to copy a Word Building Block for a OU and I have setup group policy to copy the file to the users profile. 

The users are using citrix terminals so the destination path is \\severname\CTXProfiles\%username%\profile.v2\AppData\Roaming\Microsoft\Document Building Blocks\1033\14\Building Blocks.dotx

When the file is copied across, the file then becomes a 0 byte file but the one that is from the source is a 23 byte file.

Has anyone had this before and would someone please help me
