2008 R2 Group policy: roaming network printers

On Server 2008 R2, how do you create printers that roam with a roaming user profile?

I've been using 2008 R2 for about four years, and virtually all network printers I've created are in the Computers section of group policy. This works like I expect: printers are associated with specific computers and do not roam.

Now I need to set up some specific devices to roam with users so that the same settings will follow them to anywhere, but it's not working the way I expect.

All that looks correct, and yet it doesn't work.

At first, it seems to work: when the user logs on to the first test machine, the printer installs and is set as their default printer.

But when they go to a second machine, it does not appear in Devices and Printers.

For the first test machine, if someone else logs on, they too now show that printer in Devices and Printers, though it was supposed to only be available to the other account.

What's wrong, and what do I need to correct?

Is the Users section of the GPO the correct place to make printers that roam with users?

I assume I should be using "apply once and don't reapply", because the whole point of this is to retain user printing preferences as they move from one computer to the next. I don't want the GPO repeatedly reapplying every time they log on, and the GPO constantly resetting the printing preferences of that account.
