Cd drive not accessible. Access Denied

Hello,

The company I have started to work for has created a gpo that denies users from using removable devices as well as cd/dvd drives. they also have a group that has access to them, this has worked most of the time, however I am having issues with one user. He is a member of the group that is allowed to have access to the drives and removable storage however when he tries to open files on a dvd he receives an error :

'D:\ is not accessible

Access to D:\ has been denied' ( I think that is the error he sent me)

I can remote into his workstation and if I uninstall the cd drive through device manager, restart, reinstall, restart, then it gives the same error, however if I uninstall the drive and reinstall without restarting, the user can access the drive with no error. Down side, after a restart he starts getting the same error. To me this seems like a problem with the users account in AD, as he is the only one experiencing this issue, however my manager does not want to recreate the user, is there any other fix that I can try?
