Using Office 2010 Template on 2003 Domain to Automatically Configure profile based on Active Directory Primary SMTP address

Was wondering if anyone can shed some advice.

Goal:

Have first time users launching Outlook automatically configure Outlook profile.

Domain is 2003 and Exchange 2010.

I've successfully deployed this on a 2008 R2 and Exchange 2010 domain, but for whatever reason I cannot get this to work on a 2003 Domain with Exchange 2010.

I imported the Office 2010 template into 2003 GPO and configured the following:

User Config -> Policies -> Admin Templates -> Microsoft Office 2010 -> Miscellaneous -> Suppress Recommended settings dialog = ENABLED

User Config -> Policies -> Admin Templates -> Microsoft Office 2010 -> Account Settings -> Exchange -> Automatically Configure profile based on Active Directory Primary SMTP address = ENABLED

User Config -> Policies -> Admin Templates -> Microsoft Office 2010 -> Account Settings -> Exchange -> Cached Exchange Mode -> Use Cached Exchange Mode for new and existing Outlook profiles = DISABLED

Linked this to a OU and authenticated users for security.

I've did a gpupdate /force ----rebooted, several times and when I do a RSOP I don't see this policy getting applied???? I see other policies getting applied.

I see this policy getting denied in the Computer Configuration but that's because nothing is configured but I see not results for the User Configuration?
