Organizational Unit Targeting problem

I am trying to roll out a group of files to most of the computers on my network using Windows Server 2008 R2 Group Policy.

The files deployed perfictly but to the wrong machines!  They deployed to all the machines I didn't want them to.

I set the GPO at the domain level then used Targeting to try and stop the GPO being deployed to various OU's.  My targeting rules look like this...

The organizational unit the computer belongs to is not OU1

OR The organizational unit the computer belongs to is not OU2

OR The organizational unit the computer belongs to is not OU3

The GPO deployed to OU1 OU2 & OU2, howerver I expected them to deply to OU4 OU5 & OU6

Any Ideas?
