Need help redirecting Users Home Directories to network share via GPO

I have a project to redirect all my users Documents (or My Documents) folder to their Z: drive, which is their networked personal drive.  I have the GPO setup with the following settings:
User Config>Policies>Windows Settings>Folder Redirection

Documents
Setting: Basic (Redirect everyone's folder to the same location)
Path: %Homeshare%%Homepath%

Options
Grant user exclusive rights to DocumentsEnabled
Move the contents of Documents to the new locationEnabled
Also apply redirection policy to Windows 2000, Windows 2000 server, Windows XP, and Windows Server 2003 OSEnabled

Under the Scope tab, I have 2 test OU's listed for the Links:
JasonTestEnforced:NoLink Enabled:Yes
VooDooEnforced:NoLink Enabled:Yes

Under Security Filtering I have Authenticated Users, Domain Admins, and Domain Users

WMI Filtering is set to none.  

I have this rolled out to a handful of our Help Desk and none of them are having their Documents folder redirected.  I have moved their User accounts to the JasonTest OU but their computer accounts have remained in our standard Locations OU.  As this is applying to the Users portion of the GPO, I don't need to move their computer accounts do I?
If I do a Group Policy Modeling on 1 of the computers, it shows under Folder Redirection>My Documents, Winning GPO=Jason Test with all the settings I have set.  However, if I run a Group Policy Results, It doesn't mention anything about Folder Redirection. 

What am I missing/doing wrong?
