Disable all power button functions in Windows 7

I'm configuring some Windows 7 clients to be very locked down and only run a specific application.

They auto logon correctly and start the application, but I have been unable to completely disable the power button in the start menu so that the users cannot turn the machines off in any way. I have set disable logoff and removed access to shutdown, restart, sleep and hibernate through group policy, but the button still defaults to logoff, with all the additional options in the arrow menu unavailable.

My only other thought was to try a custom GUI instead of explorer.exe, but would much rather do it through group policy or registry if possible.
