Server 2012, Windows 8 Internet Explorer Brinding Failed

Hi

I have big trouble with the new Functionality from 2012 Server.

I have updated all ADMX Files from 2012 Server to the Domain Sysvol.

I see the fellowing Problems.

On 2008 R2 Server Rsop runs fine / All Results are fine

On Windows 7 Rsop give me a lot of error Messages like String not found / All Results are fine 

On Server 2012 RSOP runs fine / But User Settings will not applied becaus Internet Explorer Branding failed

But I have removed all IE Branding Settings. But I receife again this Error message.
