Preventing Internet Explorer from closing causes weird side effects

I'm in the process of creating a kiosk machine, I've replaced Explorer with Internet Explorer 11.

This all works fine however I want IE to always be running.

The perfect policy for this is:

File Menu: Disable closing the browser and Explorer windows

However this gives some very strange behaviour after it's enabled.

1. Cant close tabs at all

2. At some random point bressing the IE back button will result in an error

3. Opening files (say from sharepoint) will work initially, then at some point it will just stop, reporting errors.

4. Trying to browse to different sites other than the pre-opened homepages results in an error (for instance searching for 'news' from Google works, but trying to click the links wont.

The error that is being reported is the standard 'There are restrictions in place etc...'

Is this normal or could it possibly be another policy causing this?
