Enforce GPO vs Local Setting and WSUS Update Reboot Questions

I had WSUS GPO loccated at the top level of GPO; the sub-level Server container has 'Block Inheritance', however the windows update pushed down to servers (override the local block inheritance' because I accidentally set 'enforce', that's understandable. My question is that my WSUS GPO set 'No Restart' and Windows Update services on local server was set 'Automatically downlonad and install' and the servers reboot themselves (x2). This seems not clear to me. In the past, when I logged on the server, it will pop-up Windows Update was installed and needed a reboot. I could postpone the reboot up to maximum 4 hours. And, to my understanding, if I logged out before 4 hours expired, the clock will be reset! That means it will prompt me again the next time I log on the server, the server itself will not reboot due to windows update if the administrator did not logon and ignore the time counted down to reboot, then the server will reboot on its own.

Please help me to understand this, thanks.
