How to prevent Windows 7 hibernation file from being created via group policy?

There are desktop PCs.  They don't have batteries and should not ever hibernate.

Which power options trigger the creation of the hiberfil.sys file?  I turned off everything I could find.
I have deleted the hiberfil.sys file by running the command POWERCFG -H OFF.

The file disappears, but comes back within minutes of being deleted.
I thought running the command is also supposed to disable hibernation so the hiberfil.sys should not return, but it does.
The systems are set with the High Performance power policy and have hybrid sleep disabled.
How can I find what is causing the file to rebuild itself after deletion? 
Maybe there is a group policy that is setting one of the power options that re-enables hibernation, but I don't see hibernation set to be enabled anywhere on the workstations.  I can change the group policy if needed, but I not sure what specific Power setting option is responsible for enabling as setting that results in the creation the hiberfil.sys file.
