Offline files GPO - Not applying when a user moves to another computer.

We have a folder redirect and offline files GPO set for our users. When a user logs in to their 1st PC (laptop), the GPO works fine. When that same user logs off the 1st PC, then logs into another PC (desktop), the redirect works fine, but offline files are not working. I see that on the 2nd PC, the offline files service is disabled under services.msc. If the user logs back into the 1st PC, the offline files are still enabled and working fine. Both PCs are Win7 Ent machines, in a 2008 R2 environment. Both are in the same domain, in the same OU, getting the same GPOs. The only difference is one machine is a laptop (offline working), and one is a desktop (offline not working). I do not have any WMI filters set to filter machine types, etc.

I ran some dummy account tests, and I can replicate the problem. It does not seem to have anything to do with machine type either. For example, if I log into thedesktop first, all is well. When I log into the laptop, offline files is disabled (opposite of what the user was experiencing above). It seems that whichever PC gets logged into first, gets offline files enabled. Using the same login, any machine after that does not get the offline GPO applied. A gpresult, does indeed show that the GPO is being applied on both machines, and is not getting filtered out. Also, on the PC where offline files in not enabled, I can manually enable it, and it works fine. Manually enabling offline files kind of defeats the purpose of the GPO though. :)

I have read through many forums looking for an answer to this, but no answers so far. Any help is greatly appreciated! Thanks!
