Windows Server 2008 R2 - Difference Between Admin and Non-Admin users IE 11 Settings

Hello,

We have been troubleshooting an issue for a week now and are unable to find the answer. We are in the process of upgrading our web browser from IE 8 to IE 11. We have an intranet web application that uses Active X controls. It is a custom build .dll built on .net 2.0. We didn't have any issues on IE 8 but now those active x controls are not loading. The site pulls it down fine from what we could tell using the developer tools of IE 11 but won't load. If I log in as an administrator, the controls load fine, but as a non-admin, they won't load. I need to know what settings change in IE 11 between admin and non admin? How do registry settings differ between the two? Even as a power user, the active x control still does not load. We have tried manipulating the registry, downloading the active x directly to the server, and a number of other failed attempts.

If you could provide any insight as to what might be the issue, it would be greatly appreciated.
