Where are these IE settings in GPO?

We are running Windows 7 workstations and IE 9.   GPO is running on 2008r2

We were given a GPO by a vendor.   It does some stuff to IE that I can't figure out.  Example.  

Title Bar Text is set to Vendor Name.  Yet I can't find this setting in the GPO.  It says under SETTINGS it is User Config\Policies\Windows Settings\Internet Explorer Maintenance yet Internet Explorer Maintenance does NOT exist.

Also, once IE is open you do NOT have any address bar so you can't type in any address like  www.Microsoft.com

I Googled this and found out there are HLCU\SOFTWARE\Policies\Microsoft\Internet Explorer\Infodelivery\Restrictions  keys and I DELETED These keys from the GPO and I logged onto my target machine and manually delted these keys as well.

yet, even after a Reboot I still can't see an address bar.

Where are the above settings in GPO?
