Showing tools menu in IE7

I have a problem with a number of users who have problems with a particular website and I believe the issue is to do with the scripting settings in IE7. I would like to look at the SECURITY\Custom level settings while the user is logged on but I am unable to because the TOOLS button is not visible. I have found the following group policy setting that is to enable or disable the tools button: User configuration\Policies\Administrative templates\Windows components\Internet Explorer\Toolbars\Show Tools button, but it says this is for IE5 and 6 only. What about IE7? This is evidently being applied somewhere. Can anyone tell me where else this might be set and/or what I might need to do to temporarily undo it so I can look at the settings?
