Apply Security Filtering to Security Groups

Hello

I'm running a Windows Server 2008 R2 Standard, because of the General Data Protection Regulation (GDPR) we need to apply new password complexity. I made new OU and some Security Groups with users in it and I want to apply to them.

I created a new Policy called "Password Complexity" and applied security filters to one of the security group inside of my new OU and deleted "Authenticated Users" , I gave Delegation to "Domain Computers" and "Authenticated Users".

The policy isn't applied and total ignored.

What I'm doing wrong?
