IE 11 Proxy GPO setting is not applied to windows 10 v1809

Hello GPO guru,

we have existing IE proxy settings and its applied to all windows desktop.  We just migrated all of our Windows 7 to Windows 10 v1809.  I have created a new proxy GPO for windows 10 and applied to a Windows 10 pilot users.

When I look under IE\connection\LAN settings\

I still have the old proxy setting and the new proxy settings (new address, and new exceptions) did not applied.

This is what I have done so far.

Created new GPO (new proxy settings).

Applied at the OU level.

move the "New Proxy Settings" GPO to the top of the GPO "Linked Group Policy Object" with the link order of 1.

GPresult.html shows that the GPO has applied with new address, and new exception lists.

But when I check IE setting it still showing the old proxy GPO settings.
