Using GP prefernces with IE 10

I mistakenly installed IE 10 on my DC now as others have lost the IE Maintenance settings under user config\windows settings. I need to set a proxy server which I would normally do in those settings. I have followed numerous posts trying to make the IE 8 preference settings apply to windows 7 computers with IE 9 and 10 but they never work. One post said to edit the preference XML file associated with the GPO and change the max value but it is already max="10.0.0.0"

<FilterFile lte="0" max="10.0.0.0" min="8.0.0.0"

I know there is a hotfix from Microsoft that is suppose to also fix the issue regarding the GP preference control panel settings for Internet settings only listing Internet Explorer 8 for a new item which I downloaded and installed with no change.

My domain controller is Win Server 2008R2, clients windows 7 32 and 64bit, IE 9 & 10.

Has anybody come up with a solution, some posts said there is none at this time but I did see one of a snapshot showing the Control Panel Settings - Internet Settings new item drop down box  with Internet Explorer 9 and 10 in the list? I couldn't tell from the post if it was server 2008 or 2012 but suspect is it was 2012.
