Roaming Profiles Exclusions Desktop Profile Issues on Windows 7

To keep the user's roaming profiles small. we have created a group policy to exclude several folders that commonly get too large.

Here is an example of some folders we are excluding:

Downloads;PrivacIE;Oracle Jar Cache;Application Data;Dropbox;Oracle

This works fine on their local system, but when they get a new PC or log into another Windows 7 workstation for any reason, their desktop profile has many missing items.

Lots of broken shortcuts, Internet Explorer missing from the Start Menu, no Send To options when right clicking on the desktop etc..  I assume this is caused by excluding Application Data from the roaming profile.

Is there a way to set the computers to get the excluded items from the default user profile instead of leaving them missing if they are not part of the roaming profile?

Is there another method to handle this issue?  Application Data is too large for us to put back into the roaming profile.

Is there something else other that excluding Application Data that may be causing roaming profiles to not work on other workstations?

All the workstations are Windows 7 64-bit, so it is not a 64-bit vs 32-bit profile issue.
