Import XML file to Group Policy Preferences Registry

Hello,

I am attempting to import a converted registry to xml file into Group Policies preferences.  Based on tutorials, I should be able to drag and drop the xml file through the Group Policy Management Console, directly onto the Registry icon, or in the pane to the right.  Unfortunately I am unable to do this.
