BUG: Windows Log files Unable to "Overwrite events as needed" with GPO applied on Server 2019

I am using the following GPO with the setting "Control Event Log behavior when the log file reaches its maximum size": Disabled:

Computer Configuration/Administrative Templates/Windows Components/Event Log Service/Application

On Server 2016 this works as expected ("If you disable or do not configure this policy setting and a log file reaches its maximum size new events overwrite old events") and the Radio button on the setting is correctly highlighting theOverwrite events as needed (oldest events first).

However, if the same GPO is applied to Server 2019 the radio button selected isDo not overwrite events ( Clear logs Manually) and when you try to change the radio button to Overwrite and hit apply the setting instantly changes back to the incorrect option so it cannot be changed. The Log eventually reaches it's max size and event 1104 is logged and a warning message is given when you log into windows

Has anyone else experienced this? Is it is known bug with Server 2019?
