GPO's not syncing/out of sync even after Authoritative SysVol Restore

All,

I am having a issue where my GPO's show 0 Domain controllers in sync.   I have checked DNS and don't see any issues there.  I also did an authoritative restore of the SYSVOL and it is still showing out of sync.  Specifically, under sysvol if I expand and of the DC's it shows to GPO's that I recently updated as out of sync.  I have 6 DC's and 5 are at the old (same)version while the DC that is the Master for the domain shows the current version.

Any ideas?
