How to add a PowerShell / Batch script without using GPEDIT ?

Hi,

would like to add some powershell / batch script to be run at logoff / shutdown events of Windows 7 without using using gpedit.msc.

I very well know that, this can be easily achieved using gpeditor. But would like to achieve the same without using gpedit. 

Any help?
