Windows Server 2008 R2 Group Policy Ignored by Windows XP SP3 workstations

I recently implemented a Windows 2008 domain for a client and created Group Policies to map drives for users.  The domain is at Windows Server 2008 R2 functional level.  Users are added to specific OUs and the GPOs are linked to these OUs.  Users are using Windows XP SP3 workstations and CSEs for XP (KB943729) and XMLLite for Windows XP (KB915865) are installed on each workstation.  The Logon Script GPO has been edited to map a set of drives that all users need, and has been set to Enforced and each Drive Mapping is set to "Apply once and do not reapply."  GPOs have been created for each OU to provide additional, specific drive mappings but are not set to Enforced at this level.

The XP workstations are not always applying the the Group Policy settings.  Sometimes users get the OU-specific GPO but not the Logon Script GPO.  Sometimes neither GPO apply any drive mappings, and sometimes both GPOs apply drive mappings.  Checking gpresult on the target workstation shows the Logon Script GPO and the OU-specific GPO have been applied even if no drive mappings are in place.  Running gpupdate /force on the target workstation sometimes results in either one or both GPOs being applied at next login, and sometimes does not.  Login scripts have been implemented to map the drives that GPOs are not I but would rather use Group Policy to map drives as well as apply other Preferences for user accounts.

If anyone has suggestions as to how to resolve this issue please let me know.
