Windows 2008R2/7SP1 - How to Make GPOs and Logon Scripts to Apply for the Remote Users Which Connect Via Cisco VPN

here is our scenario: Windows 2008 R2 domain. Mobile users access the domain remotely via Cisco VPN from the Windows 7 SP1 laptops which are members of the domain. Could you please advise on the following questions:

1. How to make the GPOs and logon scripts to be applied after the mobile user connects to the domain network via VPN remotely? Is network location awareness gas to be explicitly configured somehow?
2. Are there any Microsoft tools?
3. Are there any non-Microsoft tools which can be consider a reliable alternative?
