Publish MSI with DPInst64 for Drivers

I have a base Windows 7 x64 image I deployed to approximately 100 workstations in a 2008R2 domain. About a dozen of the computers have a USB device attached which requires drivers and software. My plan is to allow standard users to install the software through CP with the software I publish.

I have published the software and have users install the software. The software installs successfully. However, there are drivers that are not installing. The published MSI copies DPInst64 and the drivers to a directory in the softwares installation folder, however, the driver installer will not run and will not install drivers when the MSI is published. If I manually run the MSI the driver installer will not run either. If the computer is not part of the domain the driver installer WILL run successfully. Something in GP is blocking the driver installer from running.

I have found that editing the registry and adding the driver location to the driver store path does work, however, after the workstations are imaged Device Manager no longer looks for drivers for the uninstalled devices, making manual intervention required. Even if the users pulls the USB device and plugs it back Device Manager will not attempt to reinstall the device.

How can I Publish the MSI and force the DPInst64 to run to install the USB device or can someone help me find what is blocking the DPInst64 from installing drivers?
