While importing a security template, does it override undefined items?

Hi,

When you import a customized template through secpol.msc, if an item wasn't defined in the *.inf file, would it be overrode by the template?

I mean, I exported the template, erased un-needed part to prevent that issue, just want to know if it's the right way of doing so.
