Can Group Policy Customize Windows 8 Pro Default Profle?

If we deploy tablets using their factory Windows 8 Pro OEM images on the hard disks (no sysprepping and no cloning, no MDT, no SCCM).

Is there a way to use GPO or GPP to create or copy a default user profile with the custom shortcuts on the desktop and Modern UI start screen customized to show only the tiles we want it to display and hide the rest and lay out the tiles in a customized way for all new users who log in? 

We want every new user to start with a very clean start menu that only has tiles/shortcuts to specific apps (Outlook, IE, Excel, custom business apps, custom icon to restart or shutdown without going into the Charms menu etc).  If they want to add other things, they can manually add those, but we want all new Windows 8 profiles to always be set in a specific custom layout.

Maybe a file copy to overwrite the default user profile and a registry import etc.? GPO settings to control the way the UI looks and which apps display?

 Does anyone have ideas that would work for Windows 8?
