Create Group Policy to set screensaver timeout in registry

I'm having a lot of problems creating a group policy to have the screensaver turn on after 5 minutes of inactivity and enabel password protection.  Is it more effective to do this through a group policy registry edit?  If so, how would I go about doing this?
