Set up multiple languages through GP or any other way?

We have just gone 1:1 at our school district, our spanish teachers want every student of theirs to have spanish keyboard on their laptops.  I want to do this without giving them rights to control panel.  They are using windows 8, so they can also go through the charms bar, settings Change PC settings but that does not show either.  Any suggestions would be awesome, thanks.
