There are a lot of threads about this but unfortunately none of them actualy solve the problem.
I have a home page and proxy set by IEM policy which doesn't work on Windows XP and 7 and on IE 7,8 and 9. It used to work and then decided to stop all of the sudden.
Network details:
3xW2k8 R2 DCs, OU=Users, Policy=IE Settings. Policy is not set to Preference mode, it has computer settings disabled (enabled or disabled makes no difference).
When I log on as myself, a domain admin, or a standard user the proxy settings and home page don't apply, as in I can change them locally, then do a gpupdate /force and they don't change back.
The registry is still showing the wrong settings, for example if I change the proxy to a wrong address deliberately it will show in the registry and will not change back after gpupdate or restart. I have also checked the Event viewer for GP logs and it says it found the policies in Sysvol, copied them, found changes and applied them alright. But if I run rsop.msc it shows IEM section as empty (everything grayed out with no values). Gpresult shows that IE Settings was an applied policy but the Settings tab does not show anything.
I also know that the scope is correct because I can edit that very same policy to do something else, like map a printer for example, run a gpupdate and I will have the printer mapped but still no IE settings.
Now strangly enough if I log on to the domain controller and run the rsop.msc - it's all there! and working too. The domain controller has one additional policy which only sets the remote desktop logon rights, nothing else is different.
Some threads said that it might be the proxy exceptions - tried with and without them and got nothing. Also tried enforcing the policy, making sure it does not detect the slow link (as if that would make a difference on a 1GB link) and set it to apply even if there are no changes.
So I wonder if any of you good people could perhaps give me a hand with this peculiar problem?
