GPO refresh over VPN connection

Hi there,

I understand that when a client (windows 7) connects to a network over VPN or the cable gets plugged in after the computer has been started, that the client will look for a DC and fetch the GPOs and apply the GPO settings that can be applied in the background refresh.

But what happens with the other settings (that can not be applied in the background), are they applied next time the user restarts the computer? What if I have travelling users that always use a VPN to connect to the network?
