Applying Computer GPO over VPN without Rebooting

Hello All,

I have a weird issue which doesn't make sense. lol.. as always.

Anyways,  I'm trying to apply a computer policy the locks down USB and DVD devices on user machines.  Currently this policy works fine for our internal users.  When we tried testing on our external users that VPN into the network it seems that the users have to reboot after logging in to apply the computer policy.

The Group Policy is triggered by computer Group membership.  I've configured Cisco AnyConnect VPN client to launch first prior to the Windows Login Screen which is working. The user logs into the VPN client which connects them to the network.  Once the connection is made the user logs into windows and receives their user policy (mapped drives, printers..etc) but no computer policy.  Only after rebooting the machine after login do the changes get applied.

 Can anyone please assist in trying to apply the computer policy without having to reboot the machine?  I've checked the event logs and there aren't any events that identify that the computer policy was not applied.  I've also performed a GPresult /Z and it shows that the computer policy is applied not but it really isn't as users are still able to access the USB and DVD devices.
