Disable via GPO the option in AD for password reset "The user must logoff and then logon again for the change to take effect"

I have reset the password for a user that is to leave the company.  They returned back to their PC and were able to unlock their PC with their old password.  When I checked in AD under the option for User must change password at next logon, I saw it said "The user must logoff and then logon again for the change to take effect"

I'm running Windows Server Enterprise 2008

Is there a way to remove the option via group policy on the password change for the user to logoff and logon again for it to take effect?

Alternatively, is there a better way out there to reset the users password or logon details remotely within a 1-2 minute window to stop them coming back to their desk to log in again?
