Setting User Config items in a Computer OU

How does Server 2012 determine whether a particular OU is a "User" based one or a "Computer" based one?

We want to set some User Config GPP settings from a GPO linked to our "Domain1 Workstations" OU.  However this does not seem to work, I suspect because Windows has somehow decided that this is Computer OU not a User one.

If the GPO is linked to our "Domain1 Users" OU then it works fine.  Moreover if the GPO is linked to the "Domain1.local" OU then again it works fine.

Question is how does Windows know that "Domain1.local" should have User Config applied but for "Domain1 Workstations" does not apply User Config?

Rather than separating "Domain1 Workstations" and "Domain1 Users" would it be better to have one "Domain1 Users and Workstations" OU?
