Preventing application authentication if software not installed\available on a desktop

Hello,

Is there a way through a GPO to prevent authentication\logging-on to an application if a piece of software is not available\installed on the desktop?  A WMI filter can query and determine if the software is available, but are there any suggestions on how to prevent application authentication\logging-on if the software is not available?  

Could this all be done natively in a GPO and/or between a GPO and a Powershell script?
