Method you're trying to use is not allowed on this computer

Background:
I have a child domain controllers windows 2008. The systems are bound to the child domain.  I have users that are created on top(upper) domain and child domain. The upper domain and child domain are on different network.

Error message
you cannot log on because the logon method you are using is not allowed on this computer.

What has changed:
I am trying to implement windows firewall on the child domain. I have added the upper domain controller to firewall rules but unable to log in. However, if I use credentials from the child domain I have no problem.

What do I have to change or add to my firewall rules? My search leads me to this

I don't think the link about  is the problem because if I revert back to no firewall everything works fine.
